Population Changes

The population of Amherst was 2,369 people at the first census in 1790. The population remained near or below 2,000 people for nearly 2 centuries, until a rapid increase began about 1960. The population was 10,769 at the 2000 census, and is now more than 13,500 and still growing. How should Amherst plan for future growth in population?
